Yes he did. He did not only not try he cut our defenses every year he was in office so he actually made it easier for them. But noone will ever agree to it I don't know why so many liked him he was a lier and a cheat.

President Clinton had an anti-terrorism task force that worked very hard and broke up 3 big terrorist plots--one to bomb Seattle, one to bomb L.A. Airport, one to blow up 10 jets over the Pacific. Upon taking office, "president" bush broke up that task force. He was given a report on Aug. 5, 2001, that forecast the exact 9-11 attacks, and the very next day he left for a month long vacation at his ranch in Texas. He probably never even read the report. So if anybody allowed 9-11 to happen, it was bush. It is very likely that if bush had continued with President Clinton's anti-terrorism task force, the 9-11 attacks would never have happened. Oh and he put all the terrorists behind the first World Trade Center bombing in jail. That bombing happened 6 weeks into Clinton's Presidency and he never once tried to blame it on the first Bush. 9-11 was 8 months into the second bush's presidency and all he has ever tried to do is blame it on Clinton.

I wouldn't use the word "allow". It makes him sound complicit in the act. I really don't believe that is true.
However, I would suggest that his policy of treating terrorism as a law enforcement issue rather than an act of war was not as effective as other policies may have been.

I think it should have been common knowledge, that if we elected Bush we would be in a war due to the fact that He was gonna finish what his father hadnt, It was....well, not shocking.
thus I believe the American people allowed the war on terror to occur, however.
Clinton and War on Terror.
........no such concept, he did what he could, just like Bush..Bush just did it in a more Looked Down Upon way.
