It really depends, Beatles were famous for their music, whereas Elvis was more famous for his presence. As such, I would have to say the Beatles.
Think about it, those guys have inspired probably thousands of bands (which sounds ridiculous, but keep in mind that everybody that starts a band doesn't necessarily become famous enough for everybody to hear about). I can't think of a song that's come out since their time that in some way wasn't noticeably influenced by them, which is an incredible legacy. Not to mention they were the first to print lyrics with an album, and the first giant group. Anybody who dreams of being a rock star is actually fantasizing of being a Beatle. Not to mention the prolific output they had over the course of only 8 years. Their impact on music can never be overstated. There is nobody that doesn't know who the Beatles are.
Elvis on the other hand, embodied more the personality of rock music. His trademark hair, his controversial "hip gyrations" and catchy music made for a legendary artist, but not one that had such an encompassing appeal as the Beatles did. Though Elvis' influence can still be seen today, it's not seen nearly as broadly as the Beatles'. That's it, this answer has left the building.

The Beatles did more for music. They revolutionized the music industry, writ ting mostly all of the songs they performed and each going off to continue with their own careers, Elvis wrote very few of the hits he made popular and was more of an icon that blossomed out of the starting era of rock and roll.

The Beatles.
Alhough Presley popularized a style of music, he never really pushed the boundaries of that style. The Beatles pushed, hard, and charted new lines for other acts to follow.

Elvis was maybe the greatest performer but the Beatles changed music forever. They did new things and broke new ground with their innovations.
