What are the basics I should expect and what are the 'high end' extras that I need or may not need?
I like point form answers......(basic, recommended, and not needed)

It will be different for every designer, but typically the "base services" that are going to be a part of any site development are:

Prototyping/Specifications/ Drafting phase
Design phase
Coding/Development/Programming phase
Testing phase
Publishing/Deployment phase

If your vendor is also providing hosting services, then that will include, at a minimum:

Domain registration/management (should be yearly)
Hosting fee (usually monthly)

Anything on top of that is going to be at your discretion. For example, if your site needs UA (user acceptance) testing, that is more extensive, time-consuming and expensive. I can't think of anything that is "not needed" unless your vendor is trying to rip you off.
