How about this...
If your brain is slow to think of an answer, your brain tries to externally stimulate itself and makes the hand scratch your head.
Pretty good guess, huh?

It's a nervous habit, you are feeling anxious you're hands need something to do so you scratch your head or twiddle your thumbs or bang the stapler on the desk.

I touch the back of my head for reassurance

When I'm thinking or confused I gaze off into the distance so i am able i visualise
