This is a matter of real conjecture as to who got there first. The Scandinavian Vikings were probably first, but you asked which European nation, so the answer to both your questions is England.

The Vikings are generally considered the first to discover America. They had a colony in what is today Newfoundland. However, constant attacks from the natives and insanity forced them to leave.

The Spanish tried to settle North America in the early 16th century but failed. The French were the first to successfully colonize North America, founding what is today St. Augustine, Florida.

lief Erikson, the Viking is said to be the first to visit North America. It's said he landed in Nova Scotia, said "Oh crap, this ain't Greenland." and turned around and went back. It could go back further then that. Anceint Cetics beleived the world was round, like a plate, with land all around the edge, the Atlantic Ocean in the middle.
