The coggins test for horses, who is responsible? The seller or the buyer?

A seller should be responsible for this because he has control over the animal before it's sold, not the buyer. Any animal you plan to transport should have it's coggins pulled before offering it for sale. That coggins should go with the horse when the buyer picks it up. If you are concerned with price you can build the price of the coggins and vet visit in to the price of the horse (unless you're selling at auction).

It's ridiculous to demand that your neighbors get a coggins...if the pony came from within the same state where they live. Most states don't require yearly coggins for horses that aren't moving around....or that are in state. Coggins is only for horses who came from out of state or for show or traveling horses/ponies (and that's just in some states, not all). You don't need coggins done every year if you're not moving your horse around. If they don't move the pony off their property to do shows....they are not required by law to get coggins every year. Instead of trying to bully your neighbors into following the rules that the Pod People have set up (rules that everybody follows just because they are expected to).....find out where the pony came from to set your mind at ease. Does the pony look sick? Does the pony look healthy? Did it come from a healthy farm? Did the pony cross state lines? If the pony crossed state lines, they probably got a coggins test done and it was negative. That's all they need. Coggins doesn't need to be a yearly thing if the pony isn't being showed, and even then some states don't require coggins for in-state horses/ponies. Quit being so anal. It's not your business or the business of the Pod People (the council) if they...private resident pony owners....get a coggins or not. Sorry, but I can't stand nosey buttinskies. As for all the people who say that it's so detrimental that coggins be done every year...um. No. It's not. If your horse is staying put in one spot and not meeting different horses all the time, like in shows and competitions, it's anal and pointless to get coggins done. I don't get coggins done every year and neither does anyone else I know who keep their horses in one spot. Get a grip and relax.

If they're taking to an auction the seller should have one. If they're doing a private sale the buyer may have to because they will be the one hauling the animal. But a good owner would have one before selling for good advertisement, it shows they've kept up on the ponies health and it's good manners.

In PA it is the seller, contact your auction that you are setting up with they will be able to tell you. Also here it doesn't matter anymore if it is done they will have a vet on site to do it regardless.

The seller. Any good owner would have those records up to date prior to the sale.
