I have hatched quail eggs from Marks and Spencer Funny thing they were on offer I bought a few boxes hatch rate was reasonable too. So for quail eggs anyway it can work probably not with chickens as they do not keep male birds in with the hens.
I used to breed 500 quail per month.

Not every body knows there are 2 kinds of eggs. Non-fertile and fertile. Most stores buy the non-fertile. If they are farm fresh eggs, depends on if they are fertile or not. And, eggs that are fertile can be refrigerated to control when they hatch. (My hubby works at a duck hatchery.)
