Because they are best suited to swimming, they can swim quite fast. They tend not to go on land so much, so they have very little need to be able to move fast on land, thus if they don't need to do such a thing, then their species will not adopt such a feature directly. Some even spend all of their life in water with only the occassional "landing", to bury their eggs.

Most turtles and tortoises can actually move pretty quick when they need to... but they usually don't have to.
Slow movements both conserve energy and serve as a form of camoflague- quicker movements attract the eye of predators.

Turtles have legs that are turned outward which makes it hard to walk. Their shell is heavy and provides enough protection so that they don't have to move fast to escape an enemy.

My res turtle can actually move pretty fast when the kitten is on his tail!

They're in no hurry to get there. They take it easy and live real long lives. Don't you wish we were all as smart as the turtles ?

My roommate's turtle can run! when not actually run, but its the fasterst turtle i've seen

turtles arent slow- there are really really quick (well australian 1s are anyway).....its only tortises (the land ones) that are slow......and there slow because they weigh alot lot and get really old

Becuase they have a lot of weight on they legs, They walk slow becuase, they like to injoy life........... lol

i think your talking about tortoises. first of all, why would you need to walk fast if your covered by a giant dome!second tortys dont neeed to walk because they would waste all their stored energy
