What can be done to make the water heater produce more hot water short of turning up the gas? It's not producing like it used to.
Do I need a new heater or does it need cleaned? If so How?

If it's not build up on the bottom of the tank then it's the dip tube. This is a plastic tube on the cold water side (inlet) that puts the cold water on the bottom of the tank. They have a tendency to disintegrate after time. To check this turn off your water and remove the intake nipple. You should be able to stick your finger in the hole and pull out the old tube, if one doesn't come out go to your local hardware or plumbing store and pick up a new one. They're made so that you can cut them to length yourself with a box cutter. Good luck.

You can try cleaning the tank by hooking a hose on the spout at the bottom of your tank and turning it on. be sure to let it run alittle and then turn the water off to the house letting the tank drain completely. Also open a faucet in the house to hot this will provent suction on the water system. After drained remove your hose turn the vavle off then the water back on. turn on a faucet on hot in the house when you turn the water back on this wil let the air out that has replaced the water during the process. This could help but may not.

How old? Hard water? Any kind of build-up inside the tank will make it less efficient.;-(-

probably needs new diaphragm. its the diaphram that controls the burner gas pressure.
