Trade it from XD or Colisseum. There are no wild Togepi in LG or FR. Togepi are SUPER rare. This is because
1. Togepi was the first un-numbered pokemon besides Mew.
2. In the second generation, Togepi got an evolution, making it twice as rare as before. Name is Togetic.
3. In the fourth generation, Togepi gets his final evolution, a winged white dragon with Togepi's trademark blue and red triangles. Name is Togekiss.
SO. Sorry, but you'll have to trade from Colisseum or XD.

Justin is pretty much mostly right however Togepi is available in Leaf Green. Not in the grass however but as an egg. You need access to Five Island in order to get it. Once you get there, surf to the North West and you should come across a guy on an island who will give you a Togepi egg however I do believe the guy will only give you the Togepi Egg if your Pokémon in your first slot is very very happy.
