This could be a disease or possibly from other causes. Frankly sometimes a fish just acts a bit wierd for a day or two with no real reason apparent so it could be that. You mention that it's pale when it does this and that could mean the funny swimming is the result of bullying in the tank. You also mention that it seems fine in another tank which also leads to potential bullying.
I would watch him closely in the private tank and see if he continues to act ok for a day or so. If that's the case then it's not a disease and is either water quality or bullying. You said the water checks out so that leaves bullying as a likely source.

Look at the fish carefully. Do you see any very small white spots on it? If so, this is called "ick." This condition is usually caused by stress and there is medicine that you can buy at the pet store that will clear this up.
Ick is very contagious to other fish and if left untreated it's fatal. If you have one fish with the disease then treat the whole tank. To do this you will have to remove all the carbon filters in the tank. The treatment is generally about 2 weeks.
If the problem isn't ick, there is another disease that affects the fish's fins. Again, there is medicine for this. Follow the directions on the medication bottle to the letter.
That should take care of the problem.

i have one as well you may need a water heater if you dont have one i notice when i change the water in my tank he goes a little pale they do swim with their heads down i would make sure your tank is at the right temp

There is a condition called "Swim Bladder Disease"
and it affects their balance. There's medicine for it at the pet store.It's usually in a broad range treatment form. Dropsy also affects their swimming, but that's where something ruptures in them usually in older fish before they die.
