the electromagnetic of ur cell phone makes ur monitor look like that n better keep ur cell phone away next as ur monitor can also be damaged
also many electromagnetic waves are sent to ur cell phone (like for a call or message) and ur monitor interupts in its path so those lines appear

If you have a cell phone, it likely sends on 2.4 ghz.
Most computers will pick up on the Power cycling up as a call comes in, especially if the power unit sends at the same cycle as the PC or the PC Monitor;
The basic thing is, a Cell phone sends on a certain signal, the power unit will work on a certain cycle, if these match your PC specs, then it will be affected

The Electromagnetic Field emitted from your cell phone causes it; I would advise not to put them to close together, and you should degauss your monitor.
