Effectively the same thing. A cell is base unit of a battery, for example, a 12v lead-acid battery is made up of 6 2v cells in series.

A battery is a group of cells - the cells can be connected in series, or parallel, or in series/parallel, depending on the specific requirement or application. Example; By connecting in series 4 x 1.5v cells you will get a 6 volt battery.
