Yes to use the internet to for sexual acts against minors is a crime even if you never met in person.
"Online Enticement of Children for Sexual Acts: Use of the Internet to entice, invite, or persuade a child to meet for sexual acts, or to help arrange such a meeting, is a serious offense (18 U.S.C. 2425)."
Besides that there is harrasment and blackmail.
Talk to your parents and call the law and they will tell you if they can still charge him with something, even if they can carge him now, by calling the police they will put an eye on that pervert, this guy probably has a lot of children porn on his computer and that's another seriour crime on the US.
Call the police before he hurt some other kids.

You definitely have a case against him but of course there may be a time limit for reporting things like that. But I'd say contact the police anyways and see what they can do. They'll have a lot of options and services available for you if this person is convicted or it is proven that is was you but that it is too late to formally charge him with crimes such as sexual harassment which the blackmailing could definitely be classified under.

This is not sexual harassment. Sexual harassment occurs at work or school. This is a sexual crime against a child (sorry to call you a child, but if you're under 18 you were a child legally). The statute of limitations does not start to run until you became an adult. The statute of limitations is very long for cases involving a sexual predator. Besides, if he did it to you, he's done it to someone else.

yeah, you can still have him charged for that because at the time, you we're a minor. You can have charged with sexual harrasement if he touch you, or said something to you or made you do something that made you uncomfortable, which in this case is true, contact a police and let them know what happened to you is my advice to you.
