The American Association of Pediatrics indicates that babies born at less than 23 weeks of age and 400 grams in weight are not considered viable....Does it mean to live/survive?

your quite right it means to survive independantly.
There was a baby on the news this am that was born and only was as long as a pen and she was the smallest surviving baby, I can't remember what she weighed at birth, but she was going home at 4 pounds. The pictures of her as a new born were just incredible, so, so tiny

Viable is not a term only relative to child birth. In general, it means that something is sustainable and can be maintained.

Viable means,in your case,able to live without any outside support,like an incubator.
