what would be your choice of software in designing an "online learning center database "?what language would u use?
this system that is to be build is for students,tutors & parents to access information on the learning center.

I would go web-based. For the database, I would use MySQL. For the scripting, I would use PHP and PERL. Of course, I would emphasis that you should use HTML with CSS (style sheets). Use Javascript sparingly.

Be sure to use all of the Accessibility standards for your learning center. An over abundance of Flash and large images would be a barrier to people with screen readers and low bandwidth. The while idea is to reach everybody. You might test this with WebTV and other low-tech reading equipment. Validate all webpages with both FireFox and Internet Explorer 6 & 7.

Moodle. It's already in use by schools and universities everywhere for online classrooms. And it's free, open-source software.

It's PHP/MySQL-based, and works best on an Apache server.

It takes a bit of experimentation to figure out the best way to design a course (lessons, assignments, workshops, etc). So naturally I stepped up and am designing a course (in Moodle) on how to do just that.

You would need to setup a few different programs to do it properly:

Microsoft Web Developer Express - for web dev (Free)
Microsoft SQL Server 2005 Express - for databases (Free)
Microsoft SQL Server Management Studio Express - to manage databases (Free).......

It will take sometime to make a simple database driven site with whatever software you choose however.

It is not the software that will be the challenge but keeping the information in the database up-to-date and accurate. Many years ago MIT tried to create a test pool database of medical knowledge. They found that keeping academic information up-to-date and accurate, and agreed-upon by all the "experts" was impossible.

It depends on a lot of factors: projected use, is it for sale or internal only....

My instinct would suggest php and mysql
