Not F8 , that is for Safe Mode and other Windows options. You need to check if your computer can boot from an external device. You will find that setting in the BIOS.

There are a few ways to get into the BIOS, try looking for a message immediately after the machine starts - before the windows logo.

It could be any of the following buttons at startup:

Del
F2
F10
F1

Once in the BIOS, you can tab over to the Boot Order section and see if Boot from USB or Boot from External Device is one of your options. If it is, then move it to first position. If it is not listed, then you are SOL.

Enter the bios and change the boot sequence to boot from USB drive.
Generally the bios tells you what to do to get in during the boot sequence. It won't do you any good however unless you have installed an operating system on the external drive (I.E. XP, Linux, etc). If you haven't the bios will move on to the next drive in the boot sequence.

you need to arrange the boot sequence in your bios. usually the DEL button will get you there, on proprietary systems it varies being some F# but it always says it on the screen.

F8 takes you to a Windows selection screen, where among other things you can boot up in safe mode.
