In California, there is no "law", per se, but if you're dissatisfied with the service that your phone company provides, you can complain to the California Public Utilities Commission by using the complaint form I've linked to below. Their job is to make sure the phone companies are doing what they're supposed to do.

There are not enough jails in the world to hold all the repair people who don't arrive on time. When that happens to me I take a friendly approach and use humor, I'll call the repair place and tell them I'd like to report a missing person and ask if the repair person going to my place is dead, kidnapped, or just behind schedule.

All phone companies use subcontrators for the setting up or repair of lines or phone devices. Call the telephone company again and tell them you dont care who does it but it better get done soon or you will go to another server!! They will then yell at the subcontrator who will get your phone serviced.

There is no law..,lmao.You can try to sue them in small claims court for the time you took off work, but you always have the option of changing phone companies and reporting them to the better business bureau.Thats all you can do.

The only avenue you could pursue is a tort claim against the phone company and against the contractor, sue them both and let them figure out who is liable. Although as a lawsuit, I don't know what you could sue for, except maybe loss of pay from having to wait for them. Honestly, I'd just suck it up, and change phone companies.

In legal terms you have damages and could sue; but in actuality, it would be costly and without merit to persue in the courts. Call the phone company and tell them you expect two months free service to compensate you for the wait time.

If there was a law about this, then all service men would be in jail. Not turning up on time is par for the course.
