Because when you divide 2 by 3 you get .666 which is the sign/number of the devil. Also, supposedly, a lot of things have happened in the past that deal with 23 whether they're dates, times, or numbers that can be added together to get 23 (ex: Caesar was stabbed 23 times when he was assassinated, Hiroshima was bombed on August 6, 1945 (8+6+4+5=23), or Psalm 23: "The Lord is my shepherd, I shall not want..."). Some people see it as a sign, others just put it to the side as a coincidence.

because people love this type of coincidence myths. we can't help ourselves, we are genetically built to find patterns (it is a survival skill that allows us to see a predator hiding in the tall grass). since we don't use that skill as intended (not very often anyway) we try to find patterns in other areas of life.
