Just hype, to get you to see it. Movies need more buzz than a beehive, to stay on the map with the increasingly fickle and treacherous public.

A movie needs buzz in order to generate hight box office ratings. Even if the movie sucks, the studio is going to market the movie as a high grade one so that people will flock in masses to see it on opening weekend and a lot of money can be made to make up for the next few weeks to come when people who have seen the movie will spread the words (as well as critics) that the movie was a disaster.
Another factor is OSCAR SEASON. Movies that come out in the fall tend to be serious films looking to be nominated for the Oscars or Golden Globes. Studios must campaign hard for these films since they are usually packed with stars and A-list directors attached to it. They want to expose the film as fast and effeciantly as possible. If they get nominated for Best picture or even if a critic says "This film is the best film of 2007!", they will use that in in thier previews to make it seem like the whole world agrees. It's all just marketing baby.

You must be talking about TV spots and not theatrical trailers. The thing is, if you get specific enough you can say any movie is the best of whatever. "It's the number one movie for dumb high school guy who play too many video games and have never been laid". "It's the best comedy of the year for lonely housewives over 40". "It's the must see movie for toddlers who can't say more than two words". Really what it boils down to is finding some little nugget that will make people think they have to see the movie because others will be talking about it.

Because the average person WANTS to see the best movie of the year! So, we are saying "Wow! The best movie of the year? I need to see that!" (Then after seeing it... we often say.. "Not even the best movie of the week!")
Would you go see a movie if the announcer said "Pretty good movie!!!"
