Looks like a mylar film(window tint) over a clear skin, try an auto parts store.

The Mylar attached with spray glue is about the only reasonable way to do that. any paint or such will not ever work, for long. with the Mylar and spray glue, you could just do part of it, with your band's name or such in the mirror finish.

As a long ago drummer, why not just bite the bullet and get new heads, or custom heads. Consider the object and purpose of a drum head and the "abuse" it endures.
