No, please understand that it is exponentially more difficult, if not impossible, for just anyone from the Philippines to travel to the US campared to you visiting the Philippines.

The "21 day rule" will not apply to her. Her biggest barrier to entry into the US is obtaining a visa at the US Embassy. This is where roughly about 80-90% of Filipino visa applicants are summarily denied a tourist/visitor's visa by consular officers.

The reason being that the embassy considers most visitor visa applicants to be "TNT" risks; that these individuals will overstay in the US and become illegal immigrants. I don't agree with this perspective either, but the rules are clear.

Some Filipino women resort to seeking out American men on the Internet in order to eventually convince them to get engaged. Once engaged, it is somewhat easier for the woman to apply and get a fiancee's visa (series K) which will enable her to visit the US supposedly to get married. Some of these circumstances are shady, but some are truly legitimate. It's up to you to figure out which is the case in your relationship.

If she or her family is rich, it will not be a problem. I would guess if she is making $ 70,000.00 a year she could get a visa. If she is an average working Philippine, she has Zero chance of getting a tourist visa. Do not waste your time trying. You should visit her. If things go well she can come here on a fiancee visa, and get married here.
