I am a teacher in NY State.
At most public school districts, all teachers as on the same salary scale, no matter what you teach. Your salary depends on your experience and your level of education. It doesn't matter if you're a kindergarten teacher, a high school physics teacher, or a phys. ed teacher... everyone is on the same pay scale.
Yes, you can start with a BA in New York state, as long as it is a BA in education. If it is a BA in something else, you'll need to get your masters in education before you teach.
If you have a BA in education, you're required to get your masters within 3 years. You can get an MS in education in 1 year if you go full time. It took me 3 years (part-time) to get my masters.
Teaching salary will vary from district to district. Public schools here pay a lot more than private schools. If you start with a bachelors and no experience, expect to start around 30k. If you have a masters and no experience, expect to start around 34k. New York City might be a little higher.

Special Ed teachers get a stipend, making their salary more than regular ed. Teachers start at an amount based on their educational level and experience. It is hard to answer for NY because there are many districts and all have different salary bases.
You need a provisional teaching certificate in the field you are applying. You have 3 to 5 years to finish the masters and permanent certificate.(they tried to change it to 3, but it may stay5)
Unless you have a field that is really in need, you can not start with just a BA, but need the certificate. Starting salaries are from 30 to 40,000 in most areas. City areas are more, rural less.Many teachers coach various activities to enhance their salary.

Each district is different. If a year 1 teacher has a BA and teaches kindergarden- he/she makes the same as a year 1 high school teacher with a BA. What changes your salary is the number of years you teach and the degrees/credits you have. The more years- the higher your salary. The more credits- the higher your salary. I have 2 masters degrees and am in my 7th year of teaching. I make $81K. (actually since i do after school programs, I make a little more). So it's all relative.

In public schools kindergarten teachers and high school teachers get paid at the same pay rates. Salaries vary from school district to school district based on education and years of service teaching. some unions are out of control. They began out as a godsend and now have become runaway trains. My sister is a supervisor at a state VA nursing living house and the nursing aids and LPNs are in a union that protects everybody, you won't be in a position to get fired from there whether you homicide somebody in front of the union president!
