You may benefit from finding a used engine from a salvage yard and having a good mechanic replace the engine and use the car for yourself. Sometimes you can find very reasonably priced engines at the salvage yards, and don't hesitate to negotiate with them, they have quite a bit of room to bend on the price. You'll likely never recover your investment by selling the car without a good running motor, but replacing the motor may give you a good car for your own use and definitely improve the value should you choose to sell it. Most of the salvage yards will also have helpful information about the engine as well such as the mileage on it, etc. If the mileage is less or equal to your car was the engine expired, let potential buyers know this and it could improve your chances of getting a better price.

Unless you got a hell of a deal, you can't.
Whether a car is running or not has a tremendous effect on its value. If all you're selling is a "shell" figure it's worth maybe a QUARTER what it might be if it ran IF YOU'RE LUCKY. And that's only if it's something special, some rare, sought-after car. If it's just your average econo-box, forget it.
Think about it. Would YOU buy this car in this shape for that much? Why should it be worth that to someone if they're going to have to go to so much trouble to drive it?
The only way you're likely to get the kind of money you want for it would be to fix it. If you can find a replacement engine for cheap, and can install it yourself or get it done cheap enough, it might be worth it. But even in that case it will be worth less than it would be with the original engine in working order (people will wonder why the engine has been swapped...with some cars, like the Honda Civic, they'll think it's been abused.)

Unfortunately with a buggered engine its only ever going to be worth its scrap value. You can try ebay but you will be lucky to get much. The value of buying perfectly good cars compared to one needing work and trailered home means its not really worth repairing anything but near new cars now.
If the car is fairly new and the engines let go and the maintenance schedules been maintianed you may have a claim against the manufacturer.

When I lived in Alaska and Wyoming, engine block heaters were very popular for cars and trucks parked outside during the long winter nights. An engine block heater plugs into your 110 volt household electricity, and keeps the engine oil and coolant warm, so when you want to start out in the morning, the system starts to put out heat right away, and defrosts everything quickly. Just don't forget to unplug the extension cord before drivng off in the morning! Another alternative is to keep a small electric space heater running inside your car overnight. It will keep the interior of the car warm and the windows clear all night long. Again, unplugging the extension cord before driving off is a good idea!

Sue the previous owner, for attempted manslaughter. I think thats disgusting, and I hope you are ok. I think your best bet is selling it for parts on ebay, as mechanics are always on the prowl for cheaper parts. Learn from your mistake, and in future pay a qualified mechanic (£50?) from the RAC or AA to check over a car before purchasing it.

i always use ebay, thing is you can always put a reserve on it so it does not sell for too little, do not list it as a car as they charge more, sell it under spares for that make / model,....remember it may not sell the first time it could take 3-4 goes,i always put items on for ten days...good luck hope you get the money you are looking for.
