any little thing and the man is calling the police .how can i get back at him without getting into trouble?

Place an add in the paper/want adds with his name and phone # selling something. It has to be something that everyone wants, maybe a car and put in the add MUST SELL LEAVING THE COUNTRY and ONLY DRIVEN 5 TIMES. Put it for 1,000 less than it should go for. Put the call back time for 8pm to 11 pm. It works

Don't bother. It will just get worse. If you cannot totally ignore the man, move. The police will do nothing except get more annoyed. If you choose to ignore, you must totally act like he does not exist. That will probably bug him. Do not react to him at all.
Restraining orders cannot be enforced with neighbors and are not worth the paper they are printed on.
