If a house is not being kept to a reasonable state of repair, ie. broken windows, etc... does the homeowner have a responsibility to maintain its upkeep?

And if so, would you contact the council to set the wheels in motion, if you were unable to find out the homeowner in question?

The homeowner should be responsible, but if you cannot find out who they are then contact your local council, this building could be a danger to children climbing inside or setting it on fire.

The first stop would be the Homeowner or the Council but Citizens Advice should be able to point you in the right direction.

No I am afraid!! The council will only intervene if the house poses a health or safety risk!! This is whether the council owns it or not! I understand your situation, I think it is disgraceful when someone does not look after their house - it makes the next door house look terrible too! We have neighbours who never look after their garden and they have 5 foot weeds. And also their windows I don't think they have ever washed them since they moved in 15 years ago. It is disgusting!!

Yes it's the homeowner's responsibility. If the house is rented out then I would contact the agent who deals with it, if not, ring the council and they'll put you on the right track if it's not them that deal with it.

Contact you local government. A house in disrepair maybe home to illegal activities.....like a meth lab. If the house is owned by an elderly, most cities have programs to help the elderly with safety issues such as windows. The city has the property tax records, they know who the owner is.......saves you the bother.

Yes, I'd contact the city. I don't want a meth lab in the neighborhood.

The homeowner is responsible.If there is a health hazard the council may do the repaires and bill the homeowner.Good luck

You would have to contact the Land Registry to find out who owns the house, if it is not a council house then they cant do anything about it

The owner is ultimately responsible for a property's condition. If the house/lot is truely abandoned, then the city/township government can condemn it and demolish.
Start with complaints to your city inspector.

The council won't do much. I have had a problem with my neighbour just simply putting a fence up and they won't get involved! If enough people complain I'm sure they'll take notice....eventually.

"It's your responsibility... go over there with tape and garbage bags and fix my window... then paint my house... they give me part of your money so that I can just lay around and do drugs and ruin your property value."

look I pretended to be your neighbor... the city council might be able to do something, you might be able to have it condemed, but then it will just be sitting there... your best bet would probably be to help the loser fix his house.
