The ozone 'layer' is really a bit of a misnomer. The location of the layer is the part of the atmosphere where most naturally produced ozone is found. There is so little in terms of amount that if it was all concentrated at the surface of the earth it wouldn't amount to a layer of gas much thicker than an inch or two. It is the screening effect of this substance which is one of its greatest properties (for all life on earth). Ozone is a highly toxic form of oxygen, it can be used as an antiseptic, or an insecticide in relatively low concentrations. Our noses are very sensitive to this gas.

High energy UV radiation forms ozone from oxygen in the upper atmosphere. True, it may be heavy, but it breaks down before it gets to the Troposphere.
