A liter is a bit too small for a betta. You will need to upgrade to at least a 2 quart bowl and a 1 or 2.5 gallon tank with a heater would be even better.

he'll need a much larger tank than that, 2.5, 5 or 10 US gallon tanks can be picked up super cheap and he'd love the space to stretch his fins.

an adult male betta's body length (excluding tail) will be anything from 1.5"-2". i've had them in varying sizes. and there are giants and half giants out there too! but they're a bit rarer. body length for them would be anything from 3"-5"!!
