An English Parliament would be pointless - England is too big to have a single regional government. At a sub-national level, what do people is say Cornwall, London and Newcastle have in common? More sensible to have English Regional Governments and get rid of the County Councils (although I suspect such a suggestion will start the UKIP/Euro conspiracy nuts off...).

When the Scots all pi** off back up north but considering that Gordon Brown has designs to be the next President-Emperor-Dictator for Life of the United Kingdom it won't happen anytime soon. They'd much rather screw up the whole Union than just limit themselves to their own parliament and country because they have more power in Westminster than in Edinburgh.
