If he is calling on a withheld number, as soon as you hang up, call your phone company and ask to log as nuisance call, they can see the number though they tell you they can't and will never give it to you. Anyway, after three times(might be different amount depending on your network provider and location, but UK vodafone it's 3 times), they will then block his number from calling your phone.
If you do choose to report it to the police, they will then contact your network provider and go pay 'mr feet' a visit, oh imagine how embarrassing that would be for him!
Unless it's an unregisterd pay as you go sim card, in which case as soon as you have your URN from the police, contact your network provider and they will change your number for you within 24 hours free of charge.

Tell him that yes, they do smell sweet and you just got a pedicure so they are nice and soft and if he ever wants to kiss them he needs to stop calling you. And maybe if he does as you ask, you might let him one day. At least that will stop the calls and give him something to beat off to.

1st - Politely ask him to leave you alone.
2nd - (if he's still calling) Tell him again to leave you alone and delete ur numba because he's scaring you. (This way you given him the chance to back off without having to get anyone involved).
3rd - Call ur Network and ask to have to the number blocked immediately.
4th - Tell your family
5th - Tell the Police and take action against him.

Have a whistle handy. Identify the guy by his phone number. When he calls, as he starts to talk blow the whistle hard in the phone.

Just ignore the calls from now on. If he rings again dial the operator of your network and tell them this is a nuisance and they will block his number from you.
