VBasic and VC++ are two different development systems. Microsoft Visual Basic is readily available at your local software supercenter for a nominal fee, as is Visual C++, Visual C#, etc.
The basic differences within each system is that of 'basic' vs 'professional' vs 'enterprise'.
If you are not in a corporate environment, then 'professional' would be what you are calling the "full form" as it has more controls & features than the basic version.
