Well, the welfare of humans in general is covered by the police and the state. The NSPCC serves to raise awareness of child abuse and give advice, ditto Childline and numerous other smaller children's charities.
On the other hand, the RSPCA are, in effect, the "animal police". Without them, reports of animal abuse would be mainly ignored, as in the grand scheme of things, crimes against humans should receive the majority of the police forces' attention. They don't really have any real powers; and they can't seize property (i.e. animals) without the permission of the owner and they don't go around arresting people, but it is true to say they have an active role in animal welfare.
It is important to note, however, that both are charities; they don't receive government funding.

Your question assumes that while the one cause may be more important than the other, both organisations perform an equally valuable role. The NSPCC let down Victoria Climbie, and after her murder there was a good article in The Guardian about how it spends too much time on promoting itself and not enough on actually protecting kids. Besides, they would have to apply for royal patronage and may never have done so.

NO! I do not believe in royaly. The only benefit of a royal family in todays age is for tourism.
