If you go to any resturant, onsen, grocery store etc. in Japan, you'll understand what I mean.

*assuming from my question that I expect Japanese society to "conform to my culture" is a gross misunderstanding.
I think children in any culture need discipline to some extent.
There is a frightening LACK of it here...and I guess in the U.S. too.

What? Never heard that the Japanese children are not disciplined and are unruly. Girl....take it upon yourself to put those kids in line!

since you're already in Japan why don't you ask them? I Haven't seen a problem like this in the U.S. so the best I can guess is that what you witnessed is acceptable behavior for children in Japan and therefore doesn't require discipline. Perhaps, when you are in another country you should be more tolerant of that countries culture, instead of expecting it to conform to your own.

i once saw Japanese father smacked his child's bum because he was naughty.. so i think they do discipline
