what is suspicious behavior?
You get, goths, slumdwellers, people from all over the world, alcoholics, drug addicts, crazy mumbling people and men speaking languages you can’t identify.
What is exactly the suspicious things we are to report?

There needs to be some sort of distinction with odd behaviour and suspicious behaviour, although there may well be some connection.
Generally suspicious behaviour is that which, by any reasonable standard leads you to conclude that there may be an ulterior motivation. It often comes down to a gut feeling or hunch. Don't be afraid of reporting any behaviour or activity that you believe to be suspicious. You will not be castigated for making a mistake, whereas you might be if you ignore behaviour that ultimately has an adverse consequence that your attention might have prevented.

I wouldn't call people speaking in different languages suspicious at all or people from all over the world either, alcoholics and drug addicts can get help for their problems, goths are a phase and fad that lots of kids go through, slum dwellers wouldn't be so if they had a home to go to, your looking at the wrong things.

Anyone who makes any sort of threat whether to themselves, others, or the whole country-call the police and let them make that determination. They will contact a shrink and see if the guy is an actual threat or just in need of some meds. and possible hospitalization. I know what you mean though. Better safe than sorry nowadays though. The problem often is with racial profiling. I'm sorry but all middle Eastern guys at the airport look "suspicous" know and for good reason! And I'm not racist!
