It won't harm you putting your name down with your partner... but it will be a very long wait unless your pregnant, got a baby, unemployed, or homeless.
Every area is different but it can be as long as 6years, unless you qualify for any other the above...
.. To save some money for a deposit, I was on the housing association list for 6months... yes, the rent is more expensive then the council (1bed, midlands £55-70 per week) but I find the accommodation of a better quality...?!
Other than your rent you will need to consider:
Council Tax (dependent on your area band)
Furnishings inc white goods
Water
Gas
Electric
TV License
Contents Insurance
Food Shopping
You could consider renting privately... some places can be fully furnished, so you don't have to worry about that.. but you will need a deposit (usually 1 months rent) which you should hopefully get back after your lease (as long as you leave the accommodation in the condition you found it)!
Buy renting privately you will be able to move in quickly (no waiting list), it usually takes 2weeks for the credit check and references to be done. You can choose the accommodation of your choice. The rent is alot more...

You are given points for various situations, and even as a single mother and jobless with no savings I did not get near the top of the list.
If you claim housing benefit you are better off looking for a private rent (or housing association if available) and contributing a small amount to cover above what the government will pay. I did this and am glad about it. I don't have much but I feel better for at least paying a part of the rent, and I have a house in a much better area because of it.
At 19 and with a partner and no children, if you both work, you will be incredibly low priorty. Even when I became officially homeless with my child there were no houses actually available for us (including housing association!) and I was told I would be put in an one room bedsit and that I could be there for months. It was the lady in the council offices that suggested the private rental route to me.
Rent is pretty cheap, but again, you can probably get private rental in some areas for not a vast amount more.
Also, please don't think about going off and having a baby to get a flat! I'm not saying you are even considering it, but it really doesn't guarantee you a home these days.
Too many houses have been sold off, which is great to get people on the housing ladder, but they are not being replaced, causing a massive waiting list.

The best thing to do is go down to the local office and ask for a application form and read it through as each council has different rules for applying to them but if you have any questions about the form just give them a ring and they should help you. As for costs you should account for
rent
council tax
water supply
gas supply
any household insurance
food shopping
don't forget you have to furnish and decorate the place as well .
It may all sound a lot but if you get a little thing each week (kettle toaster etc)when you have put your name down it wont be such a rush to get things when they offer you a place. The only thing to do then is wait this may take 6 months to 2 years it all depends on the council but don't be put of by that once you have the freedom to come and go you will wounder why you never done it sooner.

It really depends on where you live.
In Glasgow the council transferred its housing stock to Local Housing Authorities a few years ago so you can put your name on several lists at once to stand a better chance of getting an area that you want.
My rent for a 3 bedroom flat within 30 mins walk of the city centre is £58 per week!!

You will have to pay the rent, each week, and council tax, rather like everyone else. If you are living with parents, I'd stay put. Rent, council tax, Electric, Gas, Water rates, Food, Phone. all these bills you would have to pay.

yet might you opt for for to stay in a scummy council abode. On a scummy council components. I genuinely would not. i'm specific there could be some superb ones somebody. I basically have not seen any.

Everyone's right you know. It's hard to get a council house even if you have kids etc.
Put yourself on the council list and let us know when you get one differently won't be this year!

Only chavs live in Council houses. you will end up in some scum area, and wont get a house for at least 6 years.
Do everyone a favour and rent privately like most normal people do. Dont rely on the government to look after you

Don't bother they're as rare a rocking horse poo these days you'll be on the list for years unless you go with a housing association. Their rents are usually 15-20% higher than councils
