This is not true. I have two cats who are very friendly/social, and hunger has nothing to do with it. It depends on who and how they are raised.

My cat is friendly only when he feels like it. It doesn't have to do with food. I always chase him around trying to hug him and he always gets away. But when he wants to be friendly he makes up for it.

Yep, my cats are the same. Cats are naturally independent, but without pose-able thumbs, they have a hell of a time using a can opener or a pair of scissors! Just remember: don't leave the bulk bag of catfood where the cats can get to it (take it from experience)
