Cyprus joined the E.U. in 2004, though it is not yet a full member until it has implemented certain requirements.
Provided that Cyprus can satisfy the five Maastricht criteria, they will be allowed to adopt the Euro currency. This week the Cyprus government officially submitted it's application for membership of the eurozone. It is fully expected that this will be approved and if all goes to schedule, Cyprus will adopt the Euro on 1st January 2008.

Yes Cyprus joined the EU in 2004 along with Malta but they have not changed there currency to Euros yet they are gearing for the currency to change in 2008 it was supposed to happen in 2007 but they government put it off for a year.

I don't think they are part of the EU, so until then they don't even have the option. And once joined they need to meet certain economic criteria to change over
