first of all you need to say about, for examples, these days accident happen often especially in rainy days on highway, then you may say about the statistics of road accident increases from time to time.
For paragraph 2, first of all you must use this principle, The HW' princlple, how and why. ask your self, eg, how did accident occurs. Why accident always occurs night/morning or on a highway/ rainy days? Answer your own question then you may write down everything that you have answered your own question. then you may start paragraph 2.
