Well, that all depends. The type of job that you are applying should be the the most important factor. If you are applying for a services job (such as a non-managerial position in fast food restaurant, janitor, mechanic, hair/nail stylist, lawn maintenance, etc.,), jacket and dress pants may not be as important to complete your professional image. The jacket and pants ensemble does usually elevate you in their perception for most jobs even though you may not be required to wear it for the job. A suit would be even better.
I assume that you are a female so you may also wear a professional knee length skirt as an alternative to pants but be careful. The type of shoes will be more obvious and you will need to carefully select them as well. If I knew more of what you have in you wardrobe, I could help a bit more. Since you don't have a jacket, could you borrow one from a friend that matches your black skirt?

No. not required if you are meaning an interview for a job opening. As a person who interview, I test their abilities to be a good part of my organization contributing his/her best to the growth of the organization and not sartorial skills. However, dressing formally in sober shades gives a good impression first up :-) (as agains a gawdy looking ones)

yes. it is important to dress formally while going for an interview because interviewers first judge your outlook appearance before they talk to you. if the first impression they get when you walk in is 'what is he/she wearing?!' then you will have a hard time convincing them that you're good at what you so. with good & neat appaerance, you invite them to you and create interest at first site which is key in securing the job.

first of all your skill is important in interview
next your results
your reactions,your character of speaking
then about your dress, if you don't have just leave it
don't go and buy
just imagine if you dont get the job then aren't you depressed with your suit?
