rummy masterminded the whole mess from day one,,,so what was his outcome plan.?

I think his entire intent was for the two to work together.... Much like the two party systems in U.S. and U.K. I don't think he or anyone else saw the outside forces of Iran and Saudi working to create such divisiveness in Iraq.
