to suit a shorter person as too long is very unflattering, would plain straight be better?

a long flowy skirt can make the waist look alright and also the height of the person appears to look good!

Avoid skirts with gathered waists as they make your waist look even thicker.
Skirts with dropped waists will serve to slenderise.
Also avoid long skirts because they will make you look shorter than you really are.
P.S. If you are going to wear a belt make sure it is thin and the same colour as the skirt. It would also help if the belt sat on the hips, to draw attention away from the waist.

Stay away from pleated skirts straight skirts. You want a skirt that is somewhat fitted at the waist and then flares out a bit as it goes down. A-line skirts or asymmetrical skirts with a little flare a the bottom are best.

Think Empire Waist. Anything that has a wide band or belt just below your bustline will be flattering on you.

Right above the knee for the length. Any longer and it will shrink you! Any shorter and it will make you look "stocky".

You can do flutter or straight at this length.
