Guam, Porto Rico, Northern Marianas Islands, Washington D.C.
American Samoa and numerous other Islands in the Pacific that it administers due to WW2 but doesn't really rule. Some of these are represented in Congress with non-voting members, some are not. It all depends on that the people of the territory want.
