No. The G.I. bill is an attempt to make up for the things a person has given up to go into the military. It provides a guarantee to lenders who finance the individuals education, home ownership, medical care etc. so that they will be more willing to advance the money which he is obligated to pay back usually at a reduced rate of interest. A grant is typically an advance in cash for some useful purpose like research, education, business start-up etc. which most likely will be forgiven and the grantee will not have to repay. G.I. benefits only go to G.I.'s while grants could go to anyone.

I dont think it is. They get most of the money from people who dont use the GI Bill. You have to pay 100 a month your first year to get the GI bill. Alot of people dont use their GI Bill.
