I know normal banks don't change it but I’m not sure where else does! Does anyone know the equivalent of Twenty Thousand (20000) shillings? (£)

It isn't really worth the time and trouble you'd spend trying to get them changed (they're worth about £6). Apart from the fact that any bank that will take them, will only take relatively new notes: Any that are dirty, creased or damaged you will be stuck with.

Edit: if that's 280,000, then yes, change what you can - Barclays should take them (they used to), but they will still only take virtually unused notes.

Unless you've got a large sum of Ugandan money, it does not worth the trouble; cost of travelliing from your place to the bank is far more than what you get if you change 20,000 Ugandan Shillings. Keep them as souvanior.
