when any new point of interest in astrology is found its effects are tracked and any western astrologer is able to use it if they wish.

as for some of the major changes.
When Uranus was found and later its effects were tracked it was assigned dual rulership of Aquarius with its previous ruler Saturn.
When Neptune was found and later its effects were tracked it was assigned dual rulership of Pisces with its previous ruler Jupiter.
When Pluto was found and later its effects were tracked it was assigned dual rulership of Scorpio with its previous ruler Mars.
When Pluto was denounced as a planet by Astronomers it had almost little effect on Astrology.

as of yet with the some of the recent finding of "new" planets some of the effects can be found, while some of them have unknown effects as of yet (its still being tracked).
