Yep - decidualized tissue is endometrium - in layman's terms, the lining of the uterus.

During a pregnancy, after implantation of the embryo and under the influence of progesterone, the endometrium evolves further and becomes known as decidua, and forms the maternal portion of the placenta.

So the appearance of decidualized tissue in a pathology report after a miscarriage would suggest that placental and endometrial tissue is present. Depending on how far advanced the pregnancy is, the presence of decidualized tissue can confirm a miscarriage has actually taken place.
