dont you remember you can do most anything to an equation so long as you do the same thing to both sides? adding 7 to both sides will isolate the y:
y-7 = 2/9x - 2/3
y = 2/9x - 2/3 +7
but 7 may be expressed as 21/3. therefor:
y = 2/9x -2/3 + 7 = 2/9x -2/3 + 21/3 = 2/9x + 19/3

You need to add seven to both sides.
y - 7 = 2/9x - 2/3
y - 7 + 7 = 2/9x -2/3 + 7
In order to combine -2/3 and 7 you need to make 7 into a fraction of 3
7 whole 3/3 equals 21/3
so.
y = 2/9x - 2/3 + 21/3
y= 2/9x + 19/3
Hope that helps. Just remember, you have to find the common denominator before you add fractions together.

this is an equation (wow that's a news flash!)
what ever you do to one side - do to the other
to get rid of the 7 - add 7 to BOTH sides (equation)
y - 7 = 2/9x - 2/3
y = 2/9x + 6 1/3
but you left out the x in your question - and we haven't solved for that, yet
