Not gonna happen...money will always have the power, and a bribe with a considerably large amount of cash will change a person's mind. But I think, bribery is better than threatening.

It is not bribary but bribery. The definition of bribery is the giving of sum of money to a public officer in consideration for an offense that was committed by the bribing person. In order to stop this matter, the government should enact a law punishing the giver. Because it always happen even when the public officer is not asking any amount, the person giving it will force said public officer to receive or to accept his offer especially when the amount is big enough for the satisfaction of the public officer

Bribery cannot be stopped permanently as long as humans are there on earth. It is a part of human life. Yes it can be kept at a minimum level by following ethics and teaching ethics.
Too much of responsibility lies with the Parents and Teachers teaching the next generation citizens about the bad effects of bribery and making them responsible citizens. Not just teaching they also should be behave responsibly because children develop habits by trying to imitate what the people around do most often rather than what is taught.
The Education Dept can help by including a mandatory ethical
subject in schools which teaches children how to abstain from bribery, and becoming responsible citizen after they have grown up.
The Government can help by
1. bringing transparencies in all its organisations.
2. Taking regular feedbacks from the citizens regarding thier
services and attending citizens concerns within stipulated time.
3. Give basic education to all the poor children and orphans
4. Try to get 100% literacy rate among its citizens.
5. Have perfomance(good feedback from citizens) based hike for
employees in Govt service.
6. Moniter the assets of Govt Employees.
The Media should focus and highlight on corrupt activities in
Education system, Govt, Politicians, Govt Employees which is more useful to society than having programs like MTV Bakra, just kidding etc.
The citizens
1. Should always demand transparency from Govt(use RTI).
2. If they find something fishy gather the evidence(use latest
technology) create multiple copies, handover to multiple news
channels and keep some copies as backup.
3. Can also take the help of Media in gathering evidence.
All this is collective effort. No single person can achieve this
alone. This will not happen in one night.
The Society will be what its members will make it.
