This doesn't specifically answer your question, but here is a pattern for a coat hanger cover:

In it they cast on 16 stitches and then checked to make sure it was the right width 10 rows in. I'm sure it wouldn't be too hard to do something similar... a 16x10 swatch doesn't take too long to knit.

Try wrapping the yarn around the coat hanger until it is covered, , put your finger on the end closest to the yarn skein, or tie a little knot, unwind the yarn,then cast on using the long tail method. In theory that should work, as the long tail method equals on stitch per inch, and the wrap should equal one inch, about, hence you have about the correct number of stitches.
