Copydex will stick plastics so should be OK for vinyl and is water based, solvent free and non-toxic.
Bostik hot melt glue gun sticks say they are safe and would give a stronger bond than Copydex.

The website thistothat.com lists various adhesives for vinyls with a woven back, but only two for those that don't:

One says it's solvent based (but you could do it outside), and I'm not familiar with the other.

(This site doesn't always have all solutions, so there may be others!)
